I've got everything except 24 across and 24 down. The third letter of 24 across is U, the third letter of 24 down is I, and 7 down (which is presumably relevant) is "HEARTS".
Although you're much better at these than I am, I'm a little suspicious of HEARTS because I don't think that game originated in Scotland. Ah, I see there's a soccer club called Hearts in Scotland. If that's true them maybe 24 across is FOUL (you get a yellow/red card when you foul in soccer). There is also a traditional Scottish team sport called SHINTY (which also uses foul cards), but that's probably too obvious for this puzzle to say nothing of how badly it would mess up the rest of your grid.
Although if it is FOUL, the only thing I can think of for 24 down is FOIL but that doesn't quite have a cheating connotation.
FOUL! I had not considered that. I'm not convinced of it, but it's definitely a candidate.
As for FOIL --- I had to use Google to learn that there is indeed a game called "Foil", and I suppose that if you foil someone's plans, you've sort of cheated him out of his goal. That's pretty weak, though. Still hoping for something that will make me go "Aha!".
