My cat, during the process of me packing up and moving - which took a LONG time - started to ignore his litter box. He'd still pee in there, but he'd only poop on (or under) the trashbags I put on the floor. I tried anything I could think of. I put foil down on the spot he chose. My vet's advice was to make it so that a litter box was always the easiest thing to get to. One of her clients basically lined the floor of a room the cat was in with litter boxes and as the weeks went by, removed a few of them to other rooms.

How old is your cat? Mine started doing that when her immense fatness caused her to become diabetic; she had to pee a lot, so her box started to get disgusting quickly, which made her disdain pooping in it (she still pees in it, though). You might try changing, or at least checking, his box and see if he's peeing abnormally frequently.

Hopefully it's just stress.
