That's the most pointless sentence he ever said...Pretty much defeats the whole purpose of joinning.

You aren't suppose to take it seriously. It was more of a joke than anything..... It also explains what you need to do if you really want to join. Kinda like a job. The buisness gives you an application but tells you, we aren't hiring right now.... Doesn't really defeat the purpose of joining, just limits who can or can not be on the team.
