We gave them subtlety. It gave them fear and paranoia, but it was too easily forgotten it seems.

We can't let that happen. We must deliver, I think, a sharp, short shock to the system. Hit in someplace vital.

Where would you say we should hit them that is so... vital?

It needs to be... Somewhere no one expects. Somewhere that feels safe. Untouched by a less... savory type. The type of place that certain individuals with less-than-pure intentions would never think to go for business, but would never think to strike.

A home for the sick? A temple for people to find sanctuary? These places require very few victims to create an immense outcry. More bang for your buck, if you will.

When last we targeted, we hit places people tend to frequent rather freely, even over their homes. But... It needs the right follow-up. People were afraid of the skies for some time. It's a good moment to strike... low. Deeper into the core of man. More into where they are than where they wish to be... You see?

You want fear? You make them hurt in places where they would seek a cure from the pain.
