To increase participation. Hmm. Maybe you can try advertising on fanfiction.net somehow? Like have a separate account there? Maybe this community could have an account there and post the winning entries there. Although I'm not very sure if that would increase participation. :/
Perhaps, for the fanfictions, you could extend the deadline. I'm not really sure if that would help, but it might. And prompt more popular pairings, like... D18, or something like that. Actually, other than that, I think there's nothing much that you can do. :P

Thanks for all the helpful suggestions! We'll be sure to consider all of them when we can all get together. XD As for prompting for more popular pairings, we weren't planning on focusing on that, but it does seem like a likely possibility.
Hmmm.... I would actually suggest that instead of designating what characters you can use per prompt you leave that window open. That is, participants can choose the characters they want. I think sometimes you have a great idea for how to line up a prompt with the characters you have to use, but at the same time maybe midway the inspiration is lost. I think being able to use whatever characters you want would be helpful in that regard

Haven't logged on for ages so I didn't know about the prompt or what was going on, haha! Basically the prompts are kind of... lame. >__> That's what a few of us have been saying. That's all I can think to say, haha.
