It's not exactly a database, and I don't know if they do Arthur (there are ancient and mediaeval sections). They basically critique costumes and explain where the designers have gone wrong. They also sometimes identify costumes that have been used elsewhere.
The main thing I've learned from them is that the curved panels every 18th century female character seems to have on her bodice only survives on one or two examples of actual 18th century clothing so was probably really rare...
