I think the office parties do get a bit out of hand, but it's one of those crazy politics things. You know - do you just invite close coworker friends to a shower outside the office (or at lunch one day) and risk offending those who don't get invited... damned if you do, damned if you don't, I suspect.
Personally I always preferred the quiet money pot type thing in a big office. Everyone quietly dropped funds (whatever they wanted to give) in a general envelope, then someone went out and bought something or another for the celebrating person... plus cake for the office. That way no one person's gift is compared to others.
