I flip flop on the charge thing. "Free" institutions charge the entire tax base. By charging admission it puts the burden on those who go actually go there. (i.e. charge the snooty bastards for looking at their hoighty toighty art) But (here comes the flop) you do a disservice to those who are can't afford to plunk down several hours worth of pay for an "outing" and that's who the gov and our tax dollars should be supporting. Right? Us low folk deserve hoight and toight too.
