Since someone was interested in the way I had made one of my NY icons, I decided to make a tutorial with a similar style. This is a two part tutorial.

Made with Photoshop CS3 and the first part uses selective coloring.
(If you're interested in only the second part, you can skip the first one altogether.)

1 - Crop & resize image to 100x100px.
2 - Duplicate your base and screen it. Set layer to 25% (you may need more, adjust as such).
3 - Layer > Adjustment layer > Hue/Saturation
Master = +25
Reds = -10
Set the layer to 30%.
4 - Layer > New Fill Layer > Solid Color > #f8c2d9. Set layer to Color Burn 30%.
5 - Layer > New Adjustment Layer > Selective Color

6 - Layer > New Adjustment Layer > Selective Color

Set layer to 25%

10 - Layer > New Fill Layer > Solid Color > #c1ecea. Set it to Color Burn 100%.
11 - Flatten image.

12 - Duplicate base.
13 - On copy. Filter > Distort > Twirl. Put it completely at the end (999).
14 - Filter > Blur > Radial blur 30.
15 - Use the Elliptical Marquee Tool and and select the area of your choice. Once chosen, cut(Ctrl+x).
(Make sure not to use the refine edge so that when you cut out your selection it will have a fading effect. This will blend better with the base image.)
16 - Add
this texture, by me. Set it to Color Dodge 100%.
(You may sometimes want to use the Elliptical Marquee Tool over this layer as well. Especially if it covers up your base image too much.)
17 - Add text if you want and you're done. :)
