So a number of problems have come up and I'm not the most hanndy person in the world. I think I might have a few idea on how to fix this items

Turn the water heater temp up, give it 1 hour. If water is not hotter by then, yes you have anti scald regulators.
Low water pressure where? In shower? sink? Your showerhead/sink may be filled with calcium and you just clean it out. Don't know a thing about water pressure knob, but call the city water dept and they will know and direct you for FREE!!!
Make sure dishwasher plug is actually PLUGGED in under your sink. They do need to be plugged in manually and maybe have been unplugged by the previous owners. If you still get no water, make sure the water hose is directly plugged into the access point in the dw or you will not have water.
Just a few thoughts, but what the hell do I really know???
