They can stay in their own homes. Some people claim willing to protect others, too. This is no different than war, but everyone is hired as individual mercenaries for smaller skirmishes all across town. It's just how things work now.

It's the harsher side of war, dragging those who want to remain uninvolved into it. Many of those who are bloodthirsty will tear down doors, all in the name of pursuing their targets. It's no different to how it was back home.
