Cheesy title :)
Anywho, here's how to go from...

to

It was made in Photoshop 7, but it's only color layers so it's translatable.

1. Okay, first you have to get your base, crop it, you know the drill. My base wasn't really that dark or light, so I duplicated it and set it to screen at 100% once. If you're base is ultra bright, don't do anything, if it's about normal screen once, and if it's sort of dark screen multiple times. Remember, you can always go back and change it at the end.

Result:

2. Go to Layer>New Fill Layer, and fill with CBDEB4. Set that layer to multiply at 100%.

Result:

3. Next, go to Layer>New Fill Layer again, but this time fill it with FFDFDF. Set that layer to color burn at 100%.

Result:

4. Go to Layer>New Fill Layer, fill with 000630. Set it to exclusion at 100%. You may have to adjust the hue according to your base, because if it's too pink or too yellow it won't end up right.

Result:

5. Make yet another fill layer, and fill it with E0C7A3. Set that layer to multiply at 40%.

Result:

6. Go to Layer>New Fill Layer and fill with C8E6FF. Set it to softlight at 100%. It's going to look really weird - don't worry, it will be fixed in the next step.

Result:

7. Take your original base and drag it to the very top. Set it to softlight (I used 100%, but it may vary depending on how light or dark your base is, or how contrasted.) You may have sharpened your base earlier and that's fine, but I sharpened this layer (Filter>Sharpen>Unsharp Mask> amount = 29, radius = 1.0, threshold = 0.) And you're done!

Final Result:
