No, those are called 'Locusts'.

These come every 17 years.

I know what locusts are, and I know they come every 17 years, but that doesn't mean that they aren't here every year, each year a new batch of them comes up which have been underground for 17 years. Cept these apparently are a lil different because the ones I've seen while I've lived here look the same, cept the orange parts have been kinda yellowish green.

That's not how it works.

The ones you see now are the ones that you're going to see in the next 17 years - that's all of them.

They don't come every year.
