this one was requested by despairlight, my apologies because you also requested a Cintia Dicker tutorial, but I couldn't find the original picture :( I do know that I worked with a screen, darkblue exlusion and lightblue burn layer. I hope that helps you out anyway.

I started with this picture of Gemma Ward, rotate it and crop to a 100x100 base.
Duplicate your base 3 times, set the first two to screen 100, and the third one to soft light 100.
New layer, fill with #c0c0c0 and set to colour burn 57
New layer, fill with #010f2d and set to exclusion 100
Another layer, fill with #9bd9f3 and set to colour burn 55
And that's all!
