Maybe I'm just a retard, but I would never see this on the side of the road and relate it to "bomb scare". I think the first thing to pop into my mind would be, "huh? That's kinda funny lookin'. I wonder what the hell it is." I never in a million years, equate it to a terrorist act of a resident or foriegn group. It's just a bunch of people looking for something to make a big deal out of. What a waste of our judicial system's time.
