Raylan knows he shouldn't get involved. He knows it with 100% certainty.
But if he didn't, he wouldn't be himself. Art was right; he's a terrible marshal, but he's a good lawman, and he can't just ignore that kind of call.
Over his phone, he replies, "Hey - hey. My name is Raylan Givens, and I'll help you if I can, ma'am. Can you tell me where you are?" His voice is calm, even, but not falsely reassuring. He clearly takes her distress seriously, and he's certainly going to give her the benefit of the doubt as to why she needs bail. Anyone that scared is either a hell of an actress or (more likely) over her head.
It sounds like there's a radio in the background, stuck somewhere between the between channels. It's a strange sound, constantly jumping from high to low in pitch, as if someone is spinning the volume up and down.
"Newport, that's on the Washington State side. Can you still hear me?"
"It's April - " Fuzz that sounds more like someone ranking their fingernails back and forth over the receiver. " - 2010. I'm running outta time, shit, I think the PINpoint's - "
She rattles off a bunch of numbers; they may or may not be correct, it's been awhile. "If you can, I know a guy named, uh, Tom, and Enfys, they might hel - "
The heavy breathing comes back, and it's clear it's not her. Click. Click. Click.

After a call that had been needfully brief (if not quite awkward - there were reasons he hadn't seen Hasibe in a while, but that didn't mean he didn't miss her a little), Raylan dials the number she passed on to him and waits while the phone rings.
He's all business, for now. Worrying about the emotion in the woman's voice - or in Hasi's - wouldn't get anyone helped any faster.
Calls to Tom's phone aren't unusual, but ones from numbers he doesn't have saved are. For a while Bruce just looks at the phone and the blinking display, wondering. There are any number of people it could be. After the third ring, he grabs it and his PINpoint, and darts into Stigmata.
Only then does he answer.
"Hello?" Light, not his usual tone. He sounds pleasant enough, but inside, he's deeply suspicious.
'Emergency' and 'Hasibe' get him to loosen up more than the identification - though that helps, too. Still, only half of the act gets dropped, and he still sounds somewhat mild when he asks, "What's going on?"
St. George's PINpoint is a relatively new acquisition, still both fascinating and faintly alarming. The ability to teleport within Xanadu is a novel and exciting way for a grounded pilot to keep himself amused-- and genuinely practical for a man for whom walking much of a distance tends to become painful.
He hasn't made much use of it for communication, though, and even though he's been fooling about with it in the Agora all afternoon it takes him a moment to figure out that the voice is addressing him (if not on a personal level) and locate the button that will let him respond. "Hullo-- are you still there?" It's as much of a question of whether the PINpoint is working properly as of whether Mabel's all right.

As one paranoid man to another, Raylan feels it's best to identify himself and how he got the number sooner than later in the call.
"We met once in Stigmata - I'm the marshal with the hat."

The connection is fuzzy - there's a hissing sound, and it's hard to tell if it's being caused by the phone or something in the background.
