Nothing better to do, nothing better to do and that's why
we go from

* with Photoshop CS
* using Selective Color and Curves
Here we go:
1. Prepare your base. Crop, sharpen... Ya know that better than me. ;)
2. Duplicate your base and set it to Screen@100%.
3. Then create a new Adjustment Layer -> Selective Color and bring it to this:
Reds:
Cyan -1
Magenta +58
Yellow -26
Black +30
Yellows:
Cyan +6
Magenta +46
Yellow -+45
Black +32
Neutrals:
Cyan +25
Magenta +6
Yellow -5
Black +23
4. Create a new Hue/Saturation Layer and bring the Saturation to +5 (Master).
5. Create a new layer with #6DCFF6 and set it to Exclusion@100%.
6. And now the curves... but trust me, it's not that much difficult! ^^ Create a new Adjustment Layer -> Curves and bring it to:
RGB:
Point 1: 75, 52
Point 2: 125, 124
Point 3: 187, 220
7. You can stop here if you like to. ^^

8. His eyes look a little creepy, that's why I added a new layer and use the Brush Tool with a light green on his eyes. I set this one on Hard Light@55%.
9. I used a piece of the fullsize-picture for the background and put it above the base and its screen-layer. Then it was the eraser's turn. Because we want to see Frankie, don't we? ;) The layer's opacity is set on 35% after you duplicate it and set the new layer to Screen@100%.
10. Last but not least, I added "Frank" and some tiny text. That's it!
