This reminds me of a charter school I read about that pulled failing kids out of a middle school and entered them into a specially designed charter school. "Regular" methods from the public system just weren't working for these kids (many of whom had poor family life, suffered from poverty, etc.). But by adjusting teaching style, taking a more hands-on approach, more personal attention, some of them were able to go on into college. There are options and methods to help kids that just aren't thriving in this craptastic regular school system, but it's an issue of who is going to stand up and help them.
