oh lordie. i don't regret any of my tattoos, but some of the ones i got when i was 18 would probably be better as more well-thought out versions. i can't IMAGINE the sleeves i would have gotten, jesus. :(
hopefully tattoo removal is less painful/expensive five years from now, i guess.
i've got quite a few tattoos that i'm not super into, but i don't, by any means, have any tattoos that i actually and genuinely hate.
i'll be 22 in the summer, and i've been getting tattooed since i was 18, and i've got every main appendage of my body (not my penis, you fuckin' pervs) to the point where it's either in the process of being covered or is completely sleeved already.
i think as long as your buddy isn't getting his hands, neck, or face tattooed as not to jeopardize any career choices he might want to leave open, he should be alright.
i think if does stem back to the idea of different strokes for different folks.
Finally... someone fucking says it. I hate that shit. And I hope he reads this. The whole concept of tattoos is not even entering his mind. It is only because that's what his friends are into. To me, and how the idea of tattoos should be perceived, it is all about the process, the frame of mind, and of course the ART of it. TO him it is all about who will like him because he has sleeves. I have been into tattoos and very well could have had tattoos when I was 15.. but I didn't because it is not for the sake of tattoos. That is why girls get tramp stamps and bros get tribal. This is not a matter of "different strokes"... When he looks back and has his entire body covered in FLASH pulled down from the wall at the local shop.. maybe then will he understand..

the worst is when kids sell out and have edge ink.

total JOKE.
