i don't know how it works in canada, but here a lot of people get their major core requirements out of the way at community colleges, which are cheaper and more flexible in their scheduling than full 4-year universities. once you're done with your requirements, you can transfer to a big uni and finish out the rest of your degree, so you only have to pay half the massive tuition. dunno if that helps.

tuitions at college and university in canada are pretty close. like a year of school at the university of victoria taking the course i want would be like $5,071 for tuition. it's not too bad.
