Xiangwei! Applying this to public policy is trickier, and maybe bad. Public policy often forces people to participate, even if they don't want to, and hurts them if they fail.
Why I say this: so maybe those that chose B did so because they didn't want to put all that much in the course, that they had other classes that required A as well as B (steady work load followed by crunch time at the end). So maybe they chose B knowing that they'd be slacking in that class, but kicking ass in others. And maybe B was made up of people who aren't good at scheduling, and aren't really organized--so would suck in A or C, just not as much since their suck would be broken up into littler bits...
And maybe those that chose C and scheduled like A were pretty successful because they were committed to the class, and were the kind of people good at scheduling and organizing their duties.
Anyway, just wanted to muddy the waters a bit. And I'm tired. And I miss you.

oh no it wasnt like that. The professor randomly put three classes in conditions A, B and C. Hence A is called DICTATOR. since there was no choice given...
are u going off to hawaii? i have completely forgotten about this! and i don''t think i'll be able to make it unless i win the lottery!

hmmmm not sure if you have access to research papers but you can also try searching for a paper entitled Tyranny of Choice :) it echoes the same sentiments
ya... i know hyperbolic discounting, did modelling for those before. but the calculus is so hard that we use something else for approximation. and then in the end have to augment it with experimental findings... super complicated.. all coming back haha
