Basically, no.
Thousands of years ago governments were theocracies. While polygamy, IMHO, is wrong, I don't think there needs to be a law against it. Since we do have a law against it, those who practice it have, kind of 'gone underground'. These 'marriages' generally have the oversight of only small and frequently corrupt religious sects.
