Well I started off using this picture from Mischa-b.com

1. Crop & Resize your base
2. Next Duplicate your layer and set to screen at 100% opacity.
to
3. Make a new fill layer & fill it with #9BD4F5. Set to softlight at 100%.
to
4. Make a new adjustment layer and set the saturation level to 67. And you are all finished.
to
5. OPTIONAL...if you want to add a texture this would be a nice one by
sweet_smile21
Just copy and paste it & set it to screen at 100% opactiy.
