In PS CS, with curves and most probably translatable for other programs ^^
Pretty basic.
Take your image, crop it and sharpen.
- Duplicate 3 times.
1. Multiply 100%
2. Screen 100%
3. Soft light 100%
Opacity's may differ depending on your image.
Layer>>New Adjustment Layer>>Curves
RGB
Input: 180
Output: 200
RED
Input: 163
Output: 169
Green
Input: 152
Output: 184
Blue
Input: 130
Output: 175
3 New layers.
-#7ffa99 ~ colour burn 100% [light green]
-#7fbffa ~ colour burn 100% [light blue]
-#ee419b ~ soft light 100% [darkish pink]
Again, opacity depends on image.
Merge all and duplicate and set to soft light 100%.
Add an exclusion layer #08080e 100%.
-Duplicate and set to exclusion. [Not necessary]
New layer and with brush sized 65 and in #ff0000 then set to screen 100%.
Add text, brushes whatever and your done~!!
