These two have shown a complete disregard for life and the well-being of anyone but themselves. In Every. Single. Encounter.
We've suffered losses against them EVERY. SINGLE. TIME.
And we have nothing to show for it.
The casualties for DATS, for local officials, and especially for civilians has risen into the hundreds. We're approaching quadruple digits.
The only time they've even been slowed down is when Agent Kazama thrashed them both within inches of their lives. We cannot keep people safe if we try to pull our punches with them.

They are killers, and given recent events, they have shown that attempts to apprehend them result only in death and destruction, as well as no success whatsoever.
I get the need for it, but it kinda pisses me off that he's saying "if you can't kill them don't even bother being involved". Great, thanks, way to throw me to the wind because I'm incapable of doing that, nevermind all the shit they've BOTH done to my and my family! And all the work I've already done on the cases they've been involved in!
But that already makes me too 'emotionally involved' so he probably wouldn't listen to me anyway, so, whatever.
I don't think it's a bad thing to want to be merciful.
That said, there are still ways you can help. That's why we're an organization. You know how Ivan is, also. He doesn't hold anything in. Like... every. Seriously. The man just up and told me what he had for breakfast one day.
I don't want you off this case, though, even if Ivan says otherwise. That's my stand on the matter.
