in my opinion, no. there are definitely many more things you can do with someone that bring you much closer to someone, making it more intimate.
but then, of course, it -does- depend on where your heart is. kissing can be very intimate and then it doesnt have to be. and you can screw someone without having feelings for them, yet 'make love' with someone you love very much...
so maybe think of it this way: if you can kiss someone and have it be very intimate, then think of how much more intimate sex with that person would be.
