I was under the impression that custom devotions... custom ANYTHING... isn't allowed until 2006.

Heck, I've got a re-app to a new level for a standard bloodline I was already approved for once (since I'm not actually *in* Japan). Of course, I'm not too bothered - it makes *sense* that it should be really rare, so Top makes sense. On the other hand, if I end up *not* approved for a character I've been playing for a few months now, it might be a little... odd.

Not sure. I think much to most of the backstory would still fit fine, since in any case the Nos in Japan aren't well looked upon, but it would certainly be troublesome.

On the other hand, I'd expect that in most cases these re-apps are (mainly) a semi-formality, system processing thing, in that if they expect anyone new to have a given level of approval, they ought to require it for all the active characters. Should be OK.
