It could be an imagemap where there is a single image but multiple regions within the image all seperated by coordinates.

Or, as an extreme example of what it might be, a person could break and image up into little 1px X 1px squares (within a table) but when viewing it online the image looks like a single image.

also, there are a handful of java applets that will basically do the image mapping thing too.
