Acts of Sacrifice is one of those rare episodes of a TV show that really hits you hard and makes you think. They’re very reminiscent of a decaying imperial power in their rather hedonistic behaviour and appearance.

You've kind of answered your own question there - the Centauri were an empire, and you don't get an empire without being a superior and competent military power. They're not what they once were, but they're still enough to subjugate the Narn... with a little help.

It was further explained in episode 15 And Now a Word, I thought explanations would be forthcoming as the series unfolded. That episode (15) was brilliant and executed very well. G'Kar's story brought a tear to my eye.
