As for when? I'm not entirely certain, frankly, and for me to be uncertain about the exact year is a very bad thing. Not sure where we are, some people say the last compound was on top of Cherynobl, I'm inclined to agree with them.
As for the why? You have been drafted for a war between two factions of energy beings, the Entropi and the Keepers. The Entropi want us dead. The Keepers do not. We don't know much more than that. Our protector is the Warden.

Civil war? Must be that bad if if they had to yank outsiders to fight for them. Not too sure if I'd want to though; after what the Doctor just said about energy beings, the only role I can think of for myself now is 'meat shield.'

Which is stupid but supposedly that damn machine of theirs picks people for a reason.
