Sounds pretty reasonable when put down in print, doesn't it? Still, I'd argue that most of the "sociological damage" related to marijuana use is caused by the largely ignored and difficult to enforce laws meant to control its use. Even if it remains a political impossibility to truly legalize marijuana and be done with it, I hope that the loose wording of the law will allow for an eventual de facto legalization such as what seems present in Hawaii.
