Everyone in the Justice League and the Young Justice knows Billy's real age right about now- but even as protests that he's too young to pull it off (and what does he even know about being homeless anyways?) Billy totally makes himself the most sweetest, delectable target the killer has ever seen. He knows every sign homeless people scratch on surfaces to tell others whether an area is safe or not, how best to scrounge for food without attracting attention- etc.
Cue everyone realizing uncomfortably that he has been homeless before- and meanwhile Captain Marvel is just so oblivious to uncomfortable feelings.

But then - as Batman and several others repeatedly pointed out - the World’s Mightiest Mortal would only be one word away during the entire operation. And the Blüdhaven police didn’t have the best track record when it came to catching criminals: without outside forces at work, the murderer might go on to hunt down any number of homeless children before the month was out.
In the end, there was little the League could really do. Billy had already made up his mind, as he was only too happy to remind them whenever they actually remembered he was still in the room. He had every intention of going out to Blüdhaven to weed out the killer, with or without their help and support.
And that was certainly one child murder none of them wanted to have on their hands.

The smell was purely awful, choking out all other senses. Kaldur almost immediately had to retreat, stumbling back out the way he came, just to collapse, retching, on the filthy beach.
