of course sirius isn't dead and it's simple why.
he staged the whole thing. remus not letting harry get to him.
fudge was there to hear about it so he thinks sirius is dead
now, if the ministry thinks he's dead...they're not looking for him.
if they're not looking for him, he doesn't have to worry so much.
he and harry could live together and not worry about anything
and there you go, problems solved!
