A lot of dogs get aggressive -- or at least seem to be -- when they run into a new dog while on the leash. They want to greet and check out the dog the way dogs do, the way their instincts and doggy social rules say they should, but they can't because of the leash and it can stress them out.

Some trainers on a TV show did a demonstration with a couple of dogs who'd never met before, and these guys were barking and snarling and lunging with their teeth bared and their hackles up and you'd swear they wanted to eat each other for lunch, but their owners let them off the leashes and they pelted toward each other, touched noses and sniffed butts for half a minute or so, then started running around playing.
