If she created this place, how come she took so long to get here?

Perhaps she was just waiting for the right conditions to met. It's no coincidence that most of the SOS Brigade arrived before her; maybe she needed the exact environment and the people around her to suit her interests before her arrival here.

Think of it as a person wanting their house fixed and redecorated before they move in. If Suzumiya-san came beforehand she would be looking at an imperfect, run-down building... Which would not be very appealing to her at all and frankly rather dangerous. It's only once it meets the requirement of a perfect house will it be safe for her to live in.

Maybe she was still unsure of herself back then... Or something sudden happened to make her want to escape the world she was living in as soon as possible.

It's possible that her boredom has been brewing for quite a while, so it's only natural for her subconscious to create a place for her in case she reached her peak.
