Here's a scenario: Your in a 7-11. A guy who checks out before you walks out the door with a bag full of stuff. As he's walking to his car he hears a voice behind him. He turns around and walks over to a guy sitting in the car a few spots over from his. the bag contained the bones of j edgar hoover... and some crack.... and the piece of paper had the number for the guys' NSA contact.....

That's possible, however bones would have had to be in the bag when the clerk gave it to him cause the bag was used to transport the items he purchased.
