But as the person in charge of security I could implement some really draconian meaures against the lusers. No desktop admin rights would be the starting point

Dont worry about the documentation, I hate doing that so you just "review" previously written documentation and rewrite it for your own useage.
IT security is potentially a good thing. The greatest difficulty is that it's a delicate balancing act. A secure system, is one that's buried in concrete, and not plugged into anything. Even then, there's probably something that you've missed. The problem is in balancing security with usability. It is always important to remember that IT is not an end, it is a means, and so one needs to recognise what is necessary in order for people to do their jobs.
