Questions for Those of You Who Have Children re: Phone Use

I've got what I think is a good idea for teaching either young kids or kids with special needs how to use the telephone. However, since I do not have kids of my own, I need to research how this is done in the wild. If you have children, please answer a few questions, if you're willing. If you have friends with kids and know answers to these

Little kids (1-3) have toy phones. When relatives call, you make the children say a sentence or two (2-3). When they are 5, you teach them how to use the phone in emergency circumstances (kid should know their address and phone). Sometimes kids are stupid, so it can take up to two years for them to really get it. By the time they are second grade, they can use the phone on their own.
