Can't you read? Boot is outside. If you look out from the common room windows you might be able to see him, that is, if you haven't suddenly gone blind.

This is a school, not the Ministry. And you can't just let a convicted criminal live beside the place where he killed people, especially not without giving the very same people he played with some sort of explanation! Don't we matter at least a little, here?!
