It would be incorrect to term sugar to be considered "a wet ingredient in baking". It's still dry :p But here's where this becomes different and important:
In the muffin method all dry (including sugar) is mixed together and then added to all wet and mixed.
In the cookie method or sometimes called the creaming method the sugar is creamed with the fat, then other wet added, and then the dry is added.
