Gov. Palin thinks the GOP's 2nd stimulis proposal is redistribution of wealth according to her interveiw with CNN. I would like the deal she got $150,000.00 dollars for food , clothes , and travel for her family. Thats some outstanding WELFARE benifits and far better tax break then I get for housing and supporting my family for the year.

Doesn't the RNC get to spend their money however they see fit? Doesn't the money spent come from donations? Unlike the money the Chicago taxpayers will have to fork over for 'the party...'

(1) The RNC can not just spend the money "however they see fit." They are law that govern what they can spend money on.
"The 2002 campaign finance law that bears McCain's name specifically barred any funds that "are donated for the purpose of supporting the activities of a federal or state office holder" from being used for personal expenses including clothing." (Associated Press)
If presented to them, it will be up to the Federal Election Commission to decide if these funds were used appropriately or not.

The article you linked to dosn't say that the tax payers will have to pay for this. It says that Daley's press secretary, Jacqueline Heard, has asked for payment guarantees from the Obama campaign up front. It doesn't say that the Obama campign said no to that. Your statement is assumptive. I prefer to discuss facts.
