There is a php script that you'll need to use. I can't find where I got it from (and am thinking that the journal may have been deleted, I vaguely remember that someone else couldn't find it), but I have a copy of it uploaded here. (It's in a zip file.)
Then what you'll need to do is upload it to a webspace where you have also uploaded the banners you want to rotate through - putting it and them all in the same folder.
After that you'll want to point your img src tag at the uploaded script where ever you want the headers to rotate. (For example, mine points to [img src="http://www.hibiscuswind.net/rotate/rotate.php"].) It should be rotating after that!
