well, considering that there is a 2.5 year waiting list for the garden and that the weeds are the kind that get into other people's gardens and are hard to eradicate, it is a bit reasonable.

I can't believe that they have weed citations. It must be such a managed garden! Ours is the opposite, there probably could be a body in my plot and nobody would notice...hahaha.

yeah the bylaws are about 9 pages long. anyway, I hope I can keep the plot!
