I had a few people requesting this :)
How to achieve this:
Let's start with a 200x200 transparent image :)
Then, get select the Polygonal Lasso Tool (see?), and make something along the lines of this:
Make sure it's long and skinny!
Now, fill it in with white color (#ffffff), and then go to Filer » Distort » Shear. Adjust the curves to your liking, should look something like this.
Now, go to Layer » Layer Style » Outer Glow. Set the color to #ffffff & somewhat like mine below. Adjust to your liking :)
Drag it to your icon, resize, rotation, do whatever :) (Try duplicating the layer if the glow is not strong enough.)
ALL DONE! :) Now wasn't that easy?
