If you believe the police are incompetent and most arrests are of innocent people, that's a very reassuring chart; otherwise....

I mostly beleive that police arrest people who are guilty of something. It just doesn't always match up to what they've been arrested for. Unfortunately, despite the image portayed by CSI, most police investigators don't have the time or resources to find trace evidence, and other sorts of hard evidence are unreliable and hard to come by. So many criminal cases are tried on very little actual evidence. So it's hard to pin defendants directly to crimes.
