Hi, I'm having troubles translating this phrase (在分管单位工程建设过程中 ) in the following context:

公诉机关同时还查明，1996年至2006年间，该县民政局局长,县农村社会养老保险基金委员会副主任张华在分管单位工程建设过程中多次收受贿赂达10多万元。

I'go for something very short like "while they were in charge"...what do you think?

Isn't the main verb (or at least action) of that phrase 建设? So, perhaps, "during the process of construction of the 分管单位 [however you're going to translate that]"?

Yep, that'd be right. I think you might be getting caught up on the 单位工程建设过程 because it's such a big phrase. It's just "in the process of being in charge of 单位工程建设过程", he took at many instances bribes of... etc.

My best guess at 单位工程建设过程 is just to break it down - the process (过程) of designing (建设) the... company's something. (单位工程). I feel like this is jargon I don't know, or they're missing a 的 somewhere, so I'm not 100% sure what exactly he was in charge of, but the overall sense of the phrase is "during the period/process of being in charge of [this thing]"
