Some points to consider:

You played a boy who could kiss boys in Bully, another Rockstar game.

Rockstar has no control over Microsoft's Xbox policies.

Rockstar took a huge bullet with Hot Coffee. They can't be expected to take one each time out of the gate.

"Hot Coffee" is the nickname of a deactived sex mini-game discovered in the retail code of Grand Theft Auto: San Andreas. Some guy made a patch for the PC version that made it playable which caused a shitstorm of reaction and ended up costing Rockstar billions of dollars to combat.
