Nope, it means that we don't have any more outs. When you put in an offer there are usually subjects, such as inspection, reading the strata minutes, financing, some forms, sometimes some other stuff. You have a certain amount of time to deal with all of that and then when it's all done, subjects are removed and you are fully in a contract to purchase.
