Pretty close to it - for educational purposes, I think 65 or 70 is usually considered too low for inclusion in the mainstream education system.
Bear in mind, though, that they way IQ tests operate is dependent on cultural and educational assumptions. It's not going to reflect a genuine result for someone who's illiterate, or from a different cultural or linguistic background. In those parts of the States, I'm going to guess illiteracy's to blame.
Maybe they just can't read the how-to-vote cards? :P
