While I am not opposed to a peace-keeping group, I think it would be a bit daunting to run with the few people who seem interested so far. Would there be a militia as well? And what about laws and the governing body? All of those things would require more disposable income on our parts, which, without jobs, would be difficult to acquire...

Y, yes, those are all very valid concerns. [ he adjusts his tie a bit uncomfortably. ] I've thought about a militia as well, but we probably lack the manpower for both organizations to exist at the present time. As far as law is concerned... [ pause. ] I suppose people might have to come together to form some kind of government at some point, ideally. [ though how that would work is even further beyond him. ] A, at this point, we're simply considering all of these... um... possibilities.
[ though his enthusiasm is clearly deflated quite a bit. ]

I think for the time being, until funding and manpower are both more readily available, a community service group of sorts might be the best way to get an organization like this started. Like a non-profit police organization, if you will. I understand we do not have telephones, but if the head of the organization were to take distress messages on their communication device and dispatch people based on said calls, I think we could perhaps get somewhere.
Of course, this is an oversimplified idea, but I am sure with some fine-tuning it can inspire you to create something more efficient.

I suppose this would be something like that. Though people do still need to be compensated somehow for their time and effort, there clearly does need to be something in place for better to turn to in times of crisis.
